Licenses are tiered by the property's inspection history:
- Tier 1 — good standing — Inspection roughly every 8 years MPLS § 244.1810
- Tier 2 — some violations — Inspection roughly every 5 years MPLS § 244.1810
- Tier 3 — frequent violations — Inspection roughly every 2 years, higher fees MPLS § 244.1810
New rentals start in Tier 1 and move tiers based on inspection results. Apply through Regulatory Services before advertising or signing a lease.
